The Monument of Neutralitywas erected on there pedestals,standing 75 meters tall,It encompasses a restaurant and observation terraces. The first floor of the monument is accessible via elevators that ascend diagonally from two pedestals; and a panoramic elevator is used to access the second floor. A gold gilded bronze statue of the President of Turkmenistan,Saparmurat Türkmenbaşı, has been placed on top of the monument.The statue itself completes one 360 rotation in a 24-hour period and can be observed drom essentially every location in the city. As an annex to this building,an eartquake museum has been built in memory of those who died in 1948 during the Ashgabad Earthquake. A 38-ton symbolic bronze staue is also placed on top of the museum building.
