It is a building was built in order to promote the book Ruhname, an artwork of the Chair of Turkmenistan to his people and all over the world. This building where the other artworks belonging to Turkmen civilizations are also exhibited beside Ruhname, was transformed to a 2 floored center by the result of a multi scoped straightening and recovery works of the old 2 floored law court building by Öztek people. This building had its last form by the result of an interior decoration project carefully worked on this building including the management offices, the conference and meeting saloon and the exhibition saloons and started to be used in October of the year 2002.
